About the Role   

DP World Sokhna is currently looking to recruit a Procurement & Supply Management Manager Procurement Manager to be based at DP World Sokhna, Egypt. Reporting to the Chief Executing Officer (CEO) of DP World Sokhna  this role will be responsible for all Procurement and  Supply Management system.

The primary position Objectives are:

  • Plan, develop and implement strategy for procurement department to meet agreed organizational objectives within agreed budgets and timescales.

  • Enhance and improve procurement policy and procedures to be up to date with international standards and support business needs. 

  • Manage and drive the relationship with Governmental Authorities ( Customs, GAFI , Ministry of Oil and Social construction ), Experience  and commit with related Egyptian law / regulations for each Authorities  

  • Manage and control all functions of Procurement Department.

  • Authorized & Focal point for all Cost Reduction /Management Activities

  • Ensure Transparent bidding process for all major procurements & Contracts.

  • Manage all DPWS Project, Equipment & strategic purchases and Civil Projects.

  • Establish, develop successful business relation with international and local vendors, contractors and consultants.

  • Effective Logistical management for DPWS (considering the locational disadvantages), with INCOTERMS Apply for all deliver shipments.

Represent DPWS in negotiating, manage and approve contracts & supply agreement following and apply international standards, Egyptian law, FIDIC and DPW HO policy.
Key responsibilities
  1. Implement Procurement Policy in line with DPW Global Procurement Policy.
  2. Departmental staff recruitment, development, training and management.
  3. Develop KPIs for the staffs and periodic measurement of KPIs with actual performance.
  4. Approve and manage the Annual/Qtrly Procurement plan with greater emphasis on balancing of timely availability vs.unnecessary blockages of money in stock.
  5. Manage and drive Government relationship to the extent required for all procurement functions and Free zone laws no. 8 for 1997 and related articles.
  6. Ensure atomization of procurement process and retaining relevant documents to establish the efficiency and transparency in procurement process.

    Implement and guide major procurement through e-Portal application.

  7. Control and manage all e-Procurment activities for tendering, auctions, contracts and vendor management.

  8. Manage, and evaluate international & local Contracts [supply, services] for all significant procurements according to international standards and Egyptian law.

  9. Effective working and enhancement of all ERP applications systems relating to Procurement functions [Maximo System v7.5, E-procurement buy world system & I-Spec system].

  10. Outsourcing strategy/development/management

  11. Manage and control the logistics movement of products/equipment/materials in and out of the country in accordance with organizational policy and procedure, and to comply with relevant local and international INCOTERMS.

  12. Manage; evaluate leases equipment, terminal trucks, Reach stacker, loaders, Forklifts, Cranes and machines agreement for long and short term.

  13. Rent or buy evaluation and decision/recommendation to senior managers.

  14. Oversee management of fleet supply inventory to ensure minimum required stock holdings and prevent inventory obsolescence

  15. Manage and monitor Vendor development management and Identify proper vendors & contractors in products/services to be in line with DPW commitment toward green initiative.

  16. Ensure transparent system for Scrap disposal and Sale of Old Machinery and Equipment by managing advertisement announcement, closed envelops tender or auctions and selling committee according to Egyptian law and company policy.

  17. Initiate Cost Reduction/Management Program and Plans.

  18. Direct market research for suitably qualified suppliers, contractors and service providers

  19. Health and safety compliance.   

  20. ISO 9001 compliance

Experience & Skills
  1. Experience Tendering, Auction, Vendors Management & Strategic Planning.

  2. Expert in Free Zone & Customs field, Professional of Egyptian Investment law of free zone port.

  3. Strong Knowledge & capabilities of delivering excellent operational results in supply chain management and shipping industry.

  4. Effective communicator in all levels of the organization and governmental relation.

  5. Advanced Contract management skills with experience in services contract, FIDIC and oversees agreement.

  6. Capital plans and capacity managements.

  7. Container terminals project implementation.

  8. Cost reductions, budget control and variance analysis.

  9. Advanced negotiating and communication experience ( in Arabic and English)

  10. Rental , lease and auction management skills

  11. Disposal management skills

  12. Innovative leadership

Qualifications & Competencies
  1. Master Business Administration
  2. Specialized degree /diploma in supply chain highly preferred MCIPS accreditation.
  3. 10 Years of Minimum experience as Senior level of Procurement department of a Multinational Company and more preferably of a Sea Port.
  4. Project Management. Contract management, Governmental experience is mandatory.

Dubai, UAE :DP World, Ltd. (DP World) alerts job applicants and the public about a fraudulent scheme in which DP World has been impersonated.

The scammers fraudulently:
  • Impersonate DP World;
  • Impersonate DP World employees;
  • Conduct “job interviews” via text message, telephone, e-mail, and/or instant message (including Google Hangout) communications for work-from-home positions;
  • “Hire” employees to join DP World;
  • Provide the “employees” with funds to buy home-office equipment and pay DP World “vendors” via fraudulent checks and money orders; and
  • Instruct the “employees” via e-mail, text message, telephone, or instant message to deposit the checks into their personal bank accounts and wire or cash transfer some portion of the funds to “vendors,” which are actually the scammers.
DP World informs job applicants and the public that:
  • DP World is not expanding its operations in the United States in the next 3-6 months (as the scammers allege);
  • DP World’s operations in the United States are currently limited to Charlotte, North Carolina and are not expanding to any other locations for the foreseeable future;
  • DP World does not solicit potential employees via text message or instant messaging;
  • DP World does not interview employees by text message, e-mail, or instant messaging (including Google Hangouts);
  • DP World does not issue payment to its employees, prospective or otherwise, via paper check or money order;
  • DP World does not require employees to buy their own office equipment or personally pay vendors; and
  • The scammers have fraudulently used the name of DP World and its employees without authority and for malicious purposes.

One of the red flags that distinguishes a false communication from a legitimate DP World communication is the poor grammatical use of the English language, which is apparent in conversations with the scammers. Another red flag is the method of communication as DP World does not use commercially-available e-mail providers. No legitimate DP World communication would come from a common, publicly-available email service like Gmail, Hotmail, Yahoo Mail or Microsoft Outlook.

Further, false communications can also be identified by the tasks requested by the scammers. DP World does not request that its employees pay vendors personally, whether from their own funds or from funds provided by DP World. Likewise, DP World would never ask an employee to cash a check or money order and then make a deposit into a vendor’s account.

Contacted individuals should not respond to any communication regarding the scam, and under no circumstances should any individual deposit any checks, money orders, or other payments from the scammers into their bank accounts. If such funds are for some reason deposited, no payments should be made from those funds for at least seven (7) days after the funds are deposited to ensure the individual’s bank has accepted the check, money order, or other payment.
