Chief Operating Officer (COO), Kigali Logistics Platform This position reports to the Chief Executing Officer (CEO) DP World Logistics Ltd. Rwanda and the main purpose of the role is to control and provide direction to Operations of DP World Kigali Logistics Platform and supervise the daily operations of the Logistics Hub, Bonded/Non-Bonded Warehouse, Inland Container terminal, Cargo Execution, Cargo Care, Claims, Documentation compliance, Dealing with stakeholders, Planning, Engineering/Technical, Civil Engineering, Staff management, HSE and Security. To plan and monitor terminal capacity and to ensure required capacity based on business forecast and to achieve profit, revenue, and operational objectives of the Company.
Key Accountabilitites

  • To implement, direct and administer general policies established by DP World - HO, develop the Business Unit annual and long term (business) plans, plan, develop and approve specific operational policies, programs, procedures and methods in line with general policies.
  • Work closely with the CEO of DP World Logistics Ltd. Rwanda to develop and implement a strategic plan to advance mission, vision and values of the Business Unit.
  • To ensure there is adequate resources - skilled manpower and equipment to sufficiently meet daily operations.
  • Take the Leadership role in the establishment of performance indicators for all operations department functions and monitor performance against operating goals.
  • To plan the implementation of DP World safety & security standards within DP World Kigali Logistics Platform, Rwanda and ensure implementation of Fatal Risk Standards, Standard work practices and compliance with HSE policy. Ensure all accidents occurring within the Logistics Hub are investigated in accordance to defined safety procedures.
  • To promote prompt, smooth and efficient dialogue between stakeholders, cargo agents, shipping lines, authorities and the logistics operations to maintain strong and professional relationships with customers and ensure logistics hub meets pro-forma productivity.
  • To provide high level customer relations and services; and ensure compliance with DP World policies and procedures thereby protecting the image of DP World and DP World Kigali Logistics Platform.
  • Coordinate development of operating and capital budgets according to the budget calendar; monitor monthly and other financial statements for DP World Kigali Logistics Platform; take effective corrective action as required.
  • Properly manage all aspects of DP World Kigali Logistics Platform Operations activities to ensure and maintain the quality of services provided at high level of efficiency and meet International standards.
  • Develop, maintain and disseminate a basic management philosophy to guide all Operations Department staff towards optimal operating results, employee morale and customer satisfaction.
  • Oversee the performance evaluation process for the organization, monitor the external environment as it relates to Logistics hub operations to anticipate and adapt to significant changes.
  • To ensure financial strength and operating efficiency and to collaborate with senior management leading the organization towards achieving business goals and objectives.
  • To set targets for Container volume (TEUs) and Cargo for warehouse, in a competitive market environment, Review operating results, comparing with established objectives, and recommend appropriate innovative cost effective measures to enhance outcome.
  • To plan develop and implement DP World Kigali Logistics Platform strategies to accommodate logistics hub capacity expansion (TEU & Tonnage) to current and future organizational needs.
  • Conduct weekly meeting with key personnel to apprise on Operations Department.
  • Act as the key internal and external focal point for the company's technical activity.
  • Ensure maintain & compliance to the logistics hub security plan.
  • Ensure that the professional standard of the Logistics Hub security personnel is at the highest order.
  • Identify and develop the Department's technology and training requirement.
  • To set KPIs for operational performance for the department, guide and advise team of professionals to successfully meet targets and objectives.
  • Information Technology (IT): Overview the overall maintenance, development and enhancement of the Logistics Hub operating system, network, computer operating systems, and business/ functional applications in DP World Kigali Logistics Platform.
  • Engineering (Maintenance) Overview and direct activities of technical department in a customer oriented and cost effective manner with adherence to performance, safety, quality and productivity in order to ensure continuous equipment availability and equipment preservation.
  • Civil Engineering: Overview the overall maintenance of the Container Logistics Hub civil works, berths, yards, roads, buildings and other facilities.
  • Ensure documentation requirement compliance
  • Act as the key internal and external focal point for local authorities like Customs, Standards, Trade & Commerce etc. for compliance & improvement in procedural processes.
  • Participate actively in procuring high revenue cargo for the BU
  • Ensure compliance to IMDG, MARPOL, ISPS, IMO regulations and codes within the facility always. Set KPIs for reporting.
  • Participate actively with various transport & logistics support organizations
  • Act as the key internal and external focal point for all claims. Ensure compliance to DPW policies and procedures, including local regulations.
  • Act as directed by the CEO of DP World Logistics Ltd. Rwanda.

Experience & Qualifications

In order to give credible support to the organisation and be successful in this role, the ideal candidate will have the following experience, skills and qualifications:

  • Relevant Inland dry-port or Logistics Hub Management experience with substantial professional experience in a senior management position, e.g. Project Director, Senior Project Manager, Container Logistics Hub Manager, Sr. Operations Manager, Cargo procurement manager, Personnel manager etc.
  • Holder of a Business Administration or degree in Port Management and Operations or advanced study in logistics or Master Mariner (Unlimited) is desirable particularly with a specialization in container Logistics Hubs;
  • Fluent in English
  • Business leadership experience is essential;

DP WORLD IMPERSONATED IN A RECRUITING SCAM

Dubai, UAE :DP World, Ltd. (DP World) alerts job applicants and the public about a fraudulent scheme in which DP World has been impersonated.

The scammers fraudulently:
  • Impersonate DP World;
  • Impersonate DP World employees;
  • Conduct “job interviews” via text message, telephone, e-mail, and/or instant message (including Google Hangout) communications for work-from-home positions;
  • “Hire” employees to join DP World;
  • Provide the “employees” with funds to buy home-office equipment and pay DP World “vendors” via fraudulent checks and money orders; and
  • Instruct the “employees” via e-mail, text message, telephone, or instant message to deposit the checks into their personal bank accounts and wire or cash transfer some portion of the funds to “vendors,” which are actually the scammers.
DP World informs job applicants and the public that:
  • DP World is not expanding its operations in the United States in the next 3-6 months (as the scammers allege);
  • DP World’s operations in the United States are currently limited to Charlotte, North Carolina and are not expanding to any other locations for the foreseeable future;
  • DP World does not solicit potential employees via text message or instant messaging;
  • DP World does not interview employees by text message, e-mail, or instant messaging (including Google Hangouts);
  • DP World does not issue payment to its employees, prospective or otherwise, via paper check or money order;
  • DP World does not require employees to buy their own office equipment or personally pay vendors; and
  • The scammers have fraudulently used the name of DP World and its employees without authority and for malicious purposes.

One of the red flags that distinguishes a false communication from a legitimate DP World communication is the poor grammatical use of the English language, which is apparent in conversations with the scammers. Another red flag is the method of communication as DP World does not use commercially-available e-mail providers. No legitimate DP World communication would come from a common, publicly-available email service like Gmail, Hotmail, Yahoo Mail or Microsoft Outlook.

Further, false communications can also be identified by the tasks requested by the scammers. DP World does not request that its employees pay vendors personally, whether from their own funds or from funds provided by DP World. Likewise, DP World would never ask an employee to cash a check or money order and then make a deposit into a vendor’s account.

Contacted individuals should not respond to any communication regarding the scam, and under no circumstances should any individual deposit any checks, money orders, or other payments from the scammers into their bank accounts. If such funds are for some reason deposited, no payments should be made from those funds for at least seven (7) days after the funds are deposited to ensure the individual’s bank has accepted the check, money order, or other payment.
