About the role

 Based in Dubai at the Corporate Office, as a member of the Group Marine Team and reporting to the Chief Operating Officer, the role will:

    • Drive the creation and ongoing sustainability of philosophy and approach which ensures P&OM has assets which

    • Lead in technology where appropriate

    • Provide the optimum fit for the work role

    • Meet the highest standards of build and quality

  • Match or exceed P&OM’s investment criteria and meet the expectations of the client and other stakeholders

  • Maximize the Operational Efficiency of the day to day running of the business and direct the establishment of standards and lead the governance of operational, technical and HSEQ compliance across the business

  • Drive the creation of a consistent enterprise culture in the areas of asset maintenance, quality and zero harm.

  • Lead and provide the required support to the  Business Units, JVs  and vessel command to maximize quality and efficiency of vessel maintenance

Key Responsibilities

Asset Lifecycle :

  • Strategically Guide the global business units in developing the asset profile for the business over a 0-5 year period and 5-15 year period, advising on

    • Asset lifecycle replacement timetable

    • New build lead time requirements

    • Contemporary technological advances

  • Guide the business units through asset design, build and inspection process to ensure appropriate vessel selection.

  • Drive a maintenance philosophy across the business, which focuses on the business efficiency derived from preventative versus emergency and/or delayed maintenance

 Building Capability:

  • Lead the introduction and optimisation of new technologies, practices and methodologies across engineering and vessel management

  • Support the development of zero harm culture within the business across all levels of vessel technical management and engineering

  • Identify and drive the communication and sharing of best practices to facilitate continuous improvement

  • Provide mentoring and coaching to identified personnel to ensure a pipeline of high calibre managers in asset management and engineering

  • Ensure regions have the necessary tools and resources to maintain a high quality fleet and safe and environmentally responsible work place.

Standard & Governance:

  • Manage the development and maintenance of a suite of engineering standards, which

    • Target best practice preventative maintenance procedure

    • Lead to appropriate and considered budgeting

  • Oversee and guide the decision making approach to major infrastructure expenses, including asset design and build and dry-docking.

  • As a member of the P&OM Purchasing Committee ensure projects comply with P&OM technical requirements

  • Support the Safety, Environment and Quality (ISO 9001, 14001 & 18001) standards as implemented by the business ensuring compliance across asset management functions.

  • Responsible for the development and implementation of group wide technical policies and marine engineering standards as necessary to drive superior levels of vessel performance across all business units 
  • Establishing minimum technical operating standards and providing direction, advice and support to Business Unit Technical Managers and personnel in the promotion of best practices across the P&O Group. To improve on-board technical and engineering management and where practical standardise processes across the Group. 
  • Establishing/amending maintenance and repair policies and procedures to ensure delivery of first class operational performance and vessel availability, as well as to ensure that the value of Group of assets is maintained at all times.
  • Responsible for establishing technical key performance indicators (KPI) and for monitoring and auditing the technical performance of each business unit.
  • Developing a technical inspection and audit programme to ensure that proper governance is being exercised by the regional teams in safe and reliable ship operations.
  • Responsible for advising the COO on all matters relating to the technical operation and maintenance of the P&OM’s worldwide fleet of vessels.
  • Provide management and leadership to all members of the technical management teams and undertake mentoring and training as required in support of the above objectives.

Financial Management:

  • Develop and manage expenditure in line with approved budgets for new construction and major conversion projects
  • Implement effective financial control procedures to ensure financial and other administrative processes comply with legislative and P&OM requirements during dry docking projects
  • Monitor Group wide operating expenditures with specific focus on repair and maintenance costs with a view to seeking a reduction in technical operational and consumable costs.
  • Review, challenge, and negotiate as appropriate, the repair & maintenance budgets prepared by Regions.
  • Provide monthly, quarterly and ad hoc financial reports as required to meet P&OM and DP World reporting requirements

Technical Leadership & Management

  • Provide guidance, support and coaching to Technical Managers and personnel within P&OM on marine engineering and technical matters.
  • Establish planning tools, processes and base line metrics, forJVs and business units to assess and improve performance across the fleet
  • Monitor and drive the creation and maintenance of a group wide ERP and PM system.
  • Build the capability within JVs and Business Units to increasingly take ownership and accountability for all technical and engineering matters within the fleet
  • Promote an environment of shared vision and co-operation for continual improvement of team performance.
  • In conjunction with Heads of Business Units, develop performance development plans for Technical Managers/ Superintendents to set performance direction and identify training and development needs.
  • Regularly meet with the technical teams, including onboard engineering crew, to build a relationship based on mutual respect for skills and knowledge.

Health Safety & Environmental Management:

  • Communicate Health, Safety and Environmental Policies and procedures to ensure that all technical staff understand current policies and practice requirements.
  • Ensure fleet vessels comply with Company health, safety, environmental and quality standards and processes.
  • Take corrective action to address any safety issues or risks with regards to asset management and restore safe working conditions where applicable.
  • Develop, amend, revise or re-issue technical procedures as necessary to support the development of improved safety culture and safety/environmental performance.

Crisis Management and Business Continuity

  • Provide technical support and advice to the Company Crisis Management Team in the event of any incident occurring across the P&O Group that requires the establishment of a Crisis Management Team.
  • If required participate in the Rapid Deployment Team and proceed to the site or vessel where assistance may be required to resolve an incident.

Qualification, Competencies and Experience
  • Chief Engineer Class 1 Motor certificate of competency or Naval Architecture qualification and experience.
  • Degree in marine/mechanical engineering
  • Tertiary qualifications in Business/Management or a related field (MBA would be highly regarded)
  • Demonstrable understanding of shipboard operations and seagoing experience in a senior maritime position.
  • Not less than 15 years of experience in shore based ship management including experience at a senior technical level. Group level experience preferred.
  • A detailed knowledge and understanding of marine engineering and maintenance standards and technical legislation as applicable to a wide range of vessel types and nationalities.
  • Knowledge & experience with ERP and PM systems.
  • Substantial experience with shipboard safety management systems including understanding of ISM, ISO and ISPS codes as well as Class and IMO requirements.
  • Experience working in shipyards and dockyards/ ship repair facilities for new builds and/ or vessel conversions.
  • Experience in developing and implementing plans, policies and procedures in support of organisational strategic objectives and in promoting global maritime excellence.
