Job Purpose

This position reports to the Chief Executive Officer (CEO) Dry Port of Duhok and the main purpose of the role is to control and provide direction to Operations of Dry Port and supervise the daily operations of the Dry Port, Bonded/Non-Bonded Warehouse, Cargo Execution, Cargo Care, Claims, Documentation compliance, Dealing with stakeholders, Planning, Engineering/Technical, Civil Engineering, Staff management, HSE and Security.

The Dry Port of Duhok is a Project between DP World and partners. DP World will be responsible for the management of the facility. The project consists of an initial area of 5 hectares (50,000 m2) progressing by time to 20 Hectare, warehouses and shaded storage areas bonded and non-bonded are planned. Initial Facility Capacity 100,000 TEU expanding to 400,000 TEU in 20 years.

DP world will be the managing company of Dry Port through a management agreement with partner.

Key Accountabilities

The professional assigned to this position will have high focus on operational delivery to ensure that the regions and local business units are optimally operating and in synergy with the group goals and as a recently established division, the post would require entrepreneurial spirit for DP World Group’s profitable business growth.


  • Implement, direct and administer general policies established by DP World, develop the Business Unit annual plans, plan, develop and approve specific operational policies, programs, procedures and methods in line with general policies.
  • Work closely with the CEO of Dry Port of Duhok to develop and implement a strategic plan to advance mission, vision and values of the Business Unit.
  • Oversee the performance evaluation process for the organization, monitor the external environment as it relates to Dry Port operations to anticipate and adapt to significant changes.
  • To plan develop and implement Dry Port strategies to accommodate capacity expansion (TEU & Tonnage) to current and future organizational needs.
  • Manage all aspects of Dry Port Operations activities to ensure and maintain the quality of services provided at high level of efficiency and meet International standards.
  • Take the Leadership role in the establishment of performance indicators for all operations department functions and monitor performance against operating goals.
  • Plan the implementation of DP World safety & security standards and ensure implementation of Fatal Risk Standards, Standard work practices and compliance with HSE policy. Ensure all accidents occurring within the Dry Port are investigated in accordance to defined safety procedures.
  • Promote prompt, smooth and efficient dialogue between stakeholders, cargo agents, authorities and the logistics operations to maintain strong and professional relationships with customers and ensure Dry Port meets pro-forma productivity.
  • Provide high level customer relations and services; and ensure compliance with DP World policies and procedures thereby protecting the image of Dry Port of Duhok Coordinate development of operating and capital budgets according to the budget calendar; monitor monthly and other financial statements for  Dry Port; take effective corrective action as required.
  • Ensure compliance to IMDG, MARPOL, ISPS, IMO regulations and codes within the facility always. Set KPIs for reporting
  • To set targets for Cargo for warehouse, in a competitive market environment,
  • Review operating results, comparing with established objectives, and recommend appropriate innovative cost-effective measures to enhance outcome.
  • Participate actively in procuring high revenue cargo for the BU
  • Participate with various transport & logistics support organizations
  • Ensure maintain & compliance to the Dry Port security plan.
  • Ensure that the professional standard of the Dry Port security personnel is at the highest order.
  • Act as the key internal and external focal point for local authorities like Customs, Standards, Trade & Commerce etc. for compliance & improvement in procedural processes.


  • Information Technology (IT): Overview the overall maintenance, development and enhancement of the Dry Port operating system, network, computer operating systems, and business/ functional applications in Dry Port.
  • Engineering (Maintenance) Overview and direct activities of technical department in a customer oriented and cost-effective manner with adherence to performance, safety, quality and productivity in order to ensure continuous equipment availability and equipment preservation.
  • Civil Engineering: Overview the overall maintenance of the Dry Port civil works, berths, yards, roads, buildings and other facilities.
  • Ensure there is adequate resources - skilled manpower and equipment to sufficiently meet daily operations.
  • Ensure financial strength and operating efficiency and to collaborate with senior management leading the organization towards achieving business goals and objectives.
  • Develop, maintain and disseminate a basic management philosophy to guide all Operations Department staff towards optimal operating results, employee morale and customer satisfaction.
  • Conduct weekly meeting with key personnel to apprise on Operations Department
  • Identify and develop the Department's technology and training requirement.
  • To set KPIs for operational performance for the department, guide and advise team of professionals to successfully meet targets and objectives.
  • Ensure compliance to DPW policies and procedures, including local regulations

Qualifications, Experience, Skills
  • Minimum 10 years’ of working experience Logistics Hub Management, e.g. Project Manager, Container Logistics Hub Manager, Operations Manager, Cargo procurement manager, etc
  • Minimum 5 years in a Management role,
  • Experience to manage safe warehouse, cargo handling of various products, yard and gate management, depot and transport services within the Company framework and legal compliance.
  • Multimodal transport coordination & operation knowledge
  • Understand of international supply chain and Logistics Strategies and requirements.
  • Ability to focus on identifying and meeting customer’s needs, building long term trusting relationships and partnering to mutual benefit.
  • 3PL & 4PL operation knowledge
  • LCL & FCL operation knowledge
  • Basic knowledge of P&L Management
  • Good business acumen
  • Excellent communication, interpersonal and negotiation skills.
  • Team player
  • Degree in Transport/Distribution/Logistics/ Business related studies/Bachelor of Business Management / Administration
  • Language: Fluency in English and Arabic is a must, in addition Kurdish is preferable
