JOB PURPOSE

 

  • To manage and coordinate the implementation process of all infrastructure mega projects in DPWorld Jeddah facilities.
  • To develop, plan, manage, monitor and control all small facility and infrastructure projects within DPWorld Jeddah control and oversee all the maintenance and improvement required for the utilities, buildings and infrastructure.
  • To support departments in any part of their budget related to utilities, buildings and infrastructure of the business unit;
  • To manage, monitor and control the technical part of DPW Jeddah projects related to corporate sustainability.
  • To manage and direct activities of Project Development and Facilities Maintenance across the port in a cost-effective manner with due regards to performance, safety and quality.

 

KEY ACCOUNTABILITIES

 

 

  • Prepare and manage annual budget for Projects and facility Department
  • Develop projects requirements based on HO projects and development department guidelines and Supporting the project’s design, supervision consultants with all the technical data to prepare the projects SOW.
  • Supervise and revise for primary approval of the projects SOW and tendering packages before Projects and Development Department in Head Office final approval
  • Overcome and solve arisen challenges with all the port governmental authorities, manage, monitor and control all the projects technical issue from the project site handover to the contractor till it’s taking over with the assistant of projects consultants
  • Develop the weekly, half monthly and monthly reposts for all the running projects
  • Control the projects progress to make sure that it is adequate to planned budget and schedule.
  • Revising and primary approval for all the projects invoices before Projects and Development Department in Head Office final approval
  • Revising and primary approval for all the projects change orders and variation orders before Projects and Development Department in Head Office final approval
  • Develop, Plan, Manage, monitor and control all small projects under control of DP World Jeddah
  • To direct responsibly for the development of new construction or remodels, oversight of engineers, architects and other consultants, budgeting, contract administration, scheduling, and coordination with operations during expansion project implementation
  • Plan annual budgets for the department.
  • Analyze internal processes.
  • Recommend and implement procedural or policy changes to improve operations.
  • Monitor and analyze budgetary expenditures.
  • Monitor the facility to ensure that it remains safe, secure, and well-maintained.
  • Prepare and review operational reports and schedules to ensure accuracy and efficiency.
  • Set goals and deadlines for the department.
  • Oversee construction and renovation projects to improve efficiency and to ensure that facilities meet environmental, health, and security standards, and comply with government regulations.
  • Develop long term forecasts related to departmental goals and projects.
  • Create budgetary reports.
  • Direct or coordinate the supportive services for the department.
  • Supporting DPW Jeddah departments in any part from their budget related to utilities, buildings infrastructure in business unit.
  • Supporting departments to plan annual budgets for their projects related to the facility department.
  • Supervise the part related to projects and facility.
  • Lead and manage a network of engineers, architects and other consultants in guiding each project through its governmental approvals process to obtain all permits/approvals required for DPW Jeddah projects.
  • Manage design consultants in engineering a project within the parameters of the approved site plan and budget.
  • Attend major CAPEX investment related meeting (both internal and external) and finalize business plan.
  • Establish and implement Performance Testing Standards and Best Practices for the department
  • Set and maintain performance criteria for reporting staff
  • Ensure safe working conditions for staff
  • Identify and develop the department’s technology and training requirements
  • Plan and monitor training programs for department personnel
  • Plan, monitor and analyze MIS reports
  • Establish and maintain performance criteria (KPIs)
  • Perform periodical scheduled performance review with reporting personnel
  • Provide regular process control checks and initiate and support performance improvement activities
  • Maintain constant communication with the Foreman to ensure effective functionality in the PMD department
  • Responsible to maintain safety and discipline in the work area
  • Responsible for Implementation and compliance with Fatal Risk Standards
  • Responsible for Implementation and compliance with Safe Work Practices
  • Responsible for Implementation and compliance with HSE policy
  • Reporting accidents and ‘near misses’ in accordance with defined safety procedures
  • Any work deemed fit for structuring of tasks and goals, to achieve high productivity with efficient utilization of equipment and labourer
QUALIFICATIONS, EXPERIENCE AND SKILLS
  • Experience in Civil Works, related function -Mandatory: 5 to 10 years- (Preferable: 10 to 15 years)
  • Minimum experience in the managerial role: 5 to 10 years
  • Experience in the port industry preferred
  • Graduate/ Bachelor’s degree. Civil Engineering preferred
  • Fully Conversant with the safety standards
  • Ability to manage multiple projects at one time and meet deadlines
  • Ability to work well in a team environment
  • Demonstrated ability to plan, organize and prioritize responsibilities in order to consistently meet deadlines
  • Familiar with commercial construction building codes, energy codes, barrier free codes, etc.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, Project and project management software
  • Demonstrated ability to make good decisions based upon a mixture of analysis, wisdom, experience and judgement
  • Demonstrated ability to communicate clearly and succinctly to a variety of audiences from Leadership to Team Members
  • Demonstrated ability to prioritize multiple projects and tasks
  • Excellent in English and Arabic (both writing and speaking)
